SUBJECT: REJECTION OF AN ANNEXATION OF PANYIKANG COUNTY TO CENTRAL UPPER NILE STATE
Your Excellency,
We the people of former Eastern Nile State do hereby congratulate His Excellency the President of the Republic of South Sudan, Gen Salva Kiir Mayardiit for the creation of new additional States, including the division of the former Eastern Nile State into two States of Central Upper Nile and Northern Upper States.
Unfortunately, we are made alarm by the annexation of Panyikang County to Central Upper Nile State; this has created serious disappointment and tension between the two communities of Southern Padang and Collo.
We the Southern Padang Community we were the founders of SPLA/SPLM since its creation, and we have paid precious lives in this land.
The SPLA/M leadership under the Late Dr. John Garang annexed Malakai to Collo in 2004, we protested for that and his attempt failed. Now Your Excellency the President, you have made another mistake by annexing Panyikang County to Central Upper Nile State which does not match with the demarcated borders of 01/01/1956.
We the people of Southern Padang (Jieng) feel betrayed by our Leadership despite our contributions since the establishment of our historical Movement SPLA/M in 1983.
Your Excellency President Salva Kiir Mayardiit the history is very clear regarding the districts of Sobat and Kodok, because Panyikang County was part of Kodok Colonial District of the former Sudan, as we are aware that creation of 28 Stat was based on the former colonial districts of Southern Sudan.
In this regard, we the people of Central Upper Nile State would like to put forward the following points.
1. Based on the above reasons we the Community of the Southern Padang Jieng, strongly reject the annexation of Panyikang County to Central Upper Nile State.
2. For purpose of peaceful co-existence between the two Communities in particular and South Sudan in general, we appeal to H.E. the President of the Republic of South Sudan Gen. Salva Kiir Mayardit to take our alarm and disappointment with concern and care to return Panyikang County to Pashoda as its original state for the welfare of the two communities and their neighboring States.
3. To avoid any unexpected violence between two communities due to current tension created by the decision for annexation of Panyikang to Central Upper Nile State we advise Collo Community residing in PoC in Malakai to remain inside UNMISS for their safety until this conflict is addressed.
4. The last point is that we cannot be surrendered to 10 cheaply since they were the killers of our innocent mothers, fathers and our children.
In conclusion, we want to assure our President Gen. Salva Kiir Maradiit and the SPLM party that we the people of Southern Padang Jieng are behind you and shall continue to stand with our National Transitional Government in peace building in the Republic of South Sudan.
